Job Accountabilities / Responsibilities
1.Budget & Cost Oversight
Develop and monitor MEG module budgets (design, procurement, fabrication) with in tolerance, aligning with project financial targets.
Track cost variances in subcontractor activities (e.g., design revisions, material procurement delays) and implement corrective actions.
2.Design & Procurement Monitoring
Review subcontractor design deliverables (e.g., P&IDs, material specifications) for compliance with technical standards (e.g., API, ASME) and client requirements.
Track procurement milestones (e.g., vendor orders, material delivery) and escalate deviations to ensure on-time delivery of critical components (e.g., heat exchangers, pumps) .
3.Construction Supervision & Quality Assurance
Oversee MEG module fabrication, ensuring adherence to welding procedures, HSE protocols, and inspection checkpoints (e.g., FAT, SAT).
Conduct joint inspections with QA/QC teams to verify compliance with ISO 9001 standards and defect resolution timelines.
4.Schedule & Progress Management
Maintain integrated schedules (Primavera P6/Microsoft Project) to track subcontractor design/ procurement progress and EPC construction milestones (e.g., structural completion, pre-commissioning).
Generate weekly progress reports (S-curves, dashboards) for stakeholder reviews, highlighting risks (e.g., interface clashes, resource shortages) .
5.HSE & Risk Mitigation
Enforce HSE compliance during construction (e.g., PTW systems, emergency drills) to achieve zero LTIs.
Perform risk assessments for subcontractor activities (e.g., offshore logistics, heavy lifting) and update mitigation plans.
6.Interface Coordination
Manage technical and logistical interfaces between subcontractors (design/procurement) and construction teams (construction/commissioning), resolving clashes (e.g., piping routing, electrical tie-ins).
Maintain interface registers to track dependencies and ensure seamless integration into other modules.
7.Issue Resolution & Escalation
Identify deviations in KPIs (e.g., weld defect rates >2%, schedule slippage >5%) and lead cross-functional teams to implement recovery actions.
Escalate unresolved issues (e.g., subcontractor non-compliance) to senior management with root-cause analysis and corrective plans
Job Holder Requirement
Qualifications:
Bachelor’s degree in Mechanical/Civil Engineering or Project Management; Master’s degree preferred for offshore mega-projects
PMP Certificate
Native-level English ,excellent written and verbal communication skills in Business English and proficiency in Mandarin
Strong negotiation skills to resolve disputes with contractors and align stakeholder expectations
Advanced skills in ERP systems , P6, and data analytics tools
Experience
8+ years in EPC projects, including 5+ years in offshore oil & gas, with hands-on experience in managing subcontractors for module delivery (MEG, process systems) .
Proven track record in overseeing MEG module fabrication (>$20M USD) from design review to load-out .
